EL - RFQ - 001 – Sutan Yard Modifications

Mexichem Fluor Inc. (MFI) is working under Department of Energy Grant DE-MS0000009 to design, engineer, plan and build a Lithium hexafluorophosphate (LiPF6) plant in Louisiana, United States of America.

MFI intends to issue a request for quotation (RFQ) for the Sutan Yard Modification Project.  The Sutan Yard Modification Project shall be executed on a turnkey basis and includes all engineering, design, procurement, demolition, installation, testing, commissioning, and documentation required to deliver a fully operational substation upgrade. The Contractor shall perform the demolition and removal of the existing 10.5 MVA, 138:13.8 kV power transformer, including all associated equipment such as the neutral grounding resistor (NGR), current transformers (CTs), electromechanical protective relays, associated control wiring, and ancillary equipment required to facilitate the replacement work. The Contractor shall provide complete engineering, procurement, installation, testing, and commissioning of a new 20 MVA, 138:13.8 kV power transformer and neutral grounding resistor, including all accessories, terminations, foundations modifications (as required), control wiring, and integration into the existing substation. The scope of work shall also include the procurement, installation, configuration, testing, and commissioning of two new 15 kV, 1200 A circuit breakers, protective relays, current transformers, and all associated control, metering, communications, wiring, and ancillary equipment necessary to provide a complete and fully functional substation protection and distribution system.

The Contractor shall perform all required field testing, relay settings implementation, protection system verification, energization support, and final commissioning activities and shall provide complete turnover documentation, including as-built drawings, test reports, equipment manuals, and operation and maintenance documentation.

RFQ is expected to be released on-or-about September 3, 2026.

Proposal evaluation factors will include technical, commercial, and governmental compliance, as well as past relevant experience, contractor qualifications, safety, quality, and compliance with submittal requirements.

Potential bidders will need to have executed non-disclosure agreements and be successfully registered in good standing with SAM.gov within the 30-day Open Advertisement duration, prior to receiving bid documents.
